Privacy Policy For the DES Mobile Application

Overview

This is the privacy policy for the North Carolina Division of Employment Security (NCDES) mobile application NCDES, the official mobile app for the North Carolina Division of Employment Security. The NCDES app allows people who are currently receiving unemployment insurance benefits to file weekly certifications, check their claim and payment statuses, and view important documents related to their claim.

Information Collected

The NCDES mobile app is designed for use by any individual who has filed and began receiving unemployment insurance benefits. Those individuals, called claimants, use the NCDES mobile app to file their weekly certification in which the following information is collected:

  • Did you end a job or complete an on-call/temporary job assignment?
  • Did you work for an employer during the week of #weekstart to #weekend?
  • Did you look for work during the week of #weekstart to #weekend?
  • Were you able to work during the week of #weekstart to #weekend?
  • Were you available to work during the week of #weekstart to #weekend?
  • Did you refuse any job offers or referrals during the week of #weekstart to #weekend?
  • Did you attend school or training during the week of #weekstart to #weekend?
  • If yes, would you be willing to quit school/training or change your schedule to accept a job?
  • Did you receive a pension or retirement payment for the week of #weekstart to #weekend?
  • If yes, has the pension or retirement amount changed from the last time you filed a weekly certification?
  • Did you receive severance, separation or vacation pay during the week of #weekstart to #weekend?
  • Did you receive holiday or bonus pay for the week of #weekstart to #weekend?
  • If yes, enter the amount of holiday or vacation pay for the week of #weekstart to #weekend?
  • Did you apply for or begin receiving any of the following during the week of #weekstart to #weekend: disability pay, Worker's Compensation or Unemployment Insurance under the law from any other State or Federal government agencies?
  • Did you receive any other income from odd jobs performed during the week of #weekstart to #weekend?

If yes, enter total other income amount for the week of #weekstart to #weekend?

In addition, the following information is also collected to improve the app’s usability for visitors, learn about the number of app users, and understand the types of technology visitors use:

  • The Internet domain and IP address from which users access the mobile app;
  • The date and time users access the mobile app;
  • The operating system used to access the mobile app;
  • The type of device used to access the mobile app;
  • Uses of Information

This app allows current unemployment insurance claimants to file their weekly certifications for benefits, check their claim and payment status, and view important documents from NCDES.  All information collected is used to process the claim according to United State Department of Labor (USDOL) standards.

Information Sharing

As part of the United State Department of Labor’s (USDOL) program guidelines, information about claimants, claims, and other data collected as part of processing claims is shared with USDOL as well as other federal and state agencies to improve performance, ensure timeliness of claims payments, conduct adjudication or appeals, and report on labor market conditions.

Application Security

The mobile app uses encryption to ensure any claimants’ PII and other information collected is secure in transit to NCDES.

The mobile app also employs monitoring software on network traffic to identify unauthorized attempts to upload or change information, or otherwise cause damage. Use of this app constitutes consent to such monitoring. Unauthorized attempts to upload information and/or change information on this mobile app are strictly prohibited and subject to legal action to include the Computer Fraud and Abuse Act of 1986.

How to Access or Correct your Information

Any questions or issues with the accuracy of the information collected should be directed to the NCDES Customer Call Center at 888-737-0259.

Analytics Tools

The State of North Carolina uses Google Analytics software to collect information about usage of the NCDES mobile app to improve the quality of the app. The data collected by Google’s system is both aggregated and obfuscated, and Google never has access to your PII. NCDES staff can only see the aggregate data from all users for a particular period of time.
