NCSUITS Frequently Asked Questions
A Doing Business As (DBA) name is the public name your business uses if it’s different from your legal name. Adding your DBA in NCSUITS helps prevent delays and confusion when employees file for unemployment or contact DES.
To add it: Log in → Account Maintenance → Business Information → Enter your DBA → Save. Also include payroll service names if they appear on paystubs.
If you have a late NCUI101 report, please file it as soon as possible through your NCSUITS account. You can easily view which quarter(s) are delinquent by logging into your NCSUITS account.

If you already have an Employer ID Number (old EAN), you do not need to register for a new one. The New Account Registration page allows employers and agents to create a username and password for NCSUITS using an existing Employer ID Number.
Do not create/register a new account if you already have a username and password. Having more than one account can slow down the process. If you forgot your PIN, call the UI Employer Support Center at 866-278-3822 and choose Option 3.
No. There are no collection efforts by DES for debts under $5.00. These small amounts will still show up in your Debt Summary in NCSUITS, but they won’t stop you from filing reports or making payments. You can still schedule ACH debit payments if you want to. Also, DES will not add these small debts together from different time periods to try to collect them. However, you may still pay those small debts.
Follow the steps below:
- Log in to your NCSUITS account.
- Go to the Your Options menu and select Account Maintenance.
- Under Employer Account, find and click on Inactivate Account.
- Choose the primary contact.
- Provide a Reason for Inactivation.
- Then, follow the prompts.
Yes; NCSUITS automatically calculates excess wages as long as a quarterly report is not missing for that year.
DES collects employee SOC Codes and hours worked when an employer/agent submits a quarterly wage report. This information provides stakeholders with important data that supports education, training, infrastructure, childcare, transportation, and other factors that promote a robust and thriving workforce. No, it’s not required. However, it provides critical information about current state and local labor markets.
Other states are now requiring SOC codes, so adding this information will help employers/agents prepare if it becomes a requirement in North Carolina. The SOC codes are helpful to have but not required to file and make payments in NCSUITS.
To change ownership percentage in NCSUITS:
- Log in to your NCSUITS account.
- Go to Account Maintenance.
- Select Ownership and click Summary.
- Change the ownership percentage of an existing officer or partner to the applicable percentage or to zero and enter an end date when the percentage is zero. Then, add a new individual with percentage of ownership as applicable. This creates a history of the ownership in NCSUITS.
To reset your PIN, please call the UI Employer Support Center at 866-278-3822 and choose Option 3.
Yes. If you pay by ACH Debit, you can schedule a payment up to the quarter’s due date.
Follow the steps below to create a linkage. Remember, you can always request linkage to a client’s account through your portal.
- Log into NCSUITS.
- Click on Account Maintenance under the Your Options menu on the left-hand side.
- Find the Maintain Authorization tile.
- Select the link for Authorization Information.
- Under Authorization Information, click Add Employer.
- Follow the prompts and click save.

File Formats
To upload wage files and make online payments, accepted file formats are:
- ICESA
- EFW2
- CSV

ICESA files should have a file extension of .txt and a records length of 275.
The file should include:
- One ‘A’ record – This has information about the person submitting the file.
- One ‘E’ record – This has information about the employer. The Employer ID and FEIN in the file must match the Employer ID and FEIN on the account you’re using to upload the file.
- Multiple ‘S’ records – These are for each employee. They include Social Security numbers (SSNs) for each employee, names and wages for the reporting quarter (one record per employee).
- One ‘T’ record – This totals up all the wages reported in the ‘S’ records.
- One ‘F’ record – This shows the end of the file. It must be the last data record in the file.
The EFW2 is the former MMREF format with changes. EFW2 file names must end in .efw and be 512 characters long.
The file should include:
- One ‘RA’ record – This has information about the person who is submitting the file.
- One ‘RE’ record – This has information about the employer. The Employer ID and FEIN in the file must match the Employer ID and FEIN on the account used to upload the file.
- Multiple ‘RW’ records – These are for each employee. They must include Social Security numbers (SSNs) for each employee for each employee, names and wages for the reporting quarter (one record per employee).
- One ‘RT’ record – This totals up all the wages reported in the ‘RW’ records.
- One ‘RF’ record – This shows the end of the file. It must be the last data record on each file submitted.
The CSV format is used to transmit the Quarterly Tax and Wage Report. The CSV file name should end in .csv, and all defined columns must be filled in.
- The records in the file must follow this order: type 0, type 1, type 2, type 3.
- You can make a CSV file format using commercially available spreadsheet software (for example, Microsoft Excel).
- Employers can file original or amended wage reports in this file format. However, each file should contain only information for one quarter.

Agent FAQs
Does an employer need to be linked (i.e. have a Power of Attorney and Declaration of Representative on file) for the agent to be able to file by bulk?
No. Agents can file in bulk without being linked to the employer through a Power of Attorney and Declaration of Representative.
Where is the Power of Attorney and Declaration of Representative Form located? Does it require an original signature and does the signing officer need to be registered?
The Power of Attorney and Declaration of Representative form is located on the Forms and Documents page.
- It must have the officer’s original signature (no copies or scans).
- The officer’s name has to match the DES records on file for the employer.
Is there an MOU (Memorandum of Understanding) option on the Power of Attorney and Declaration of Representative so that agents can link to multiple clients at once?
No. DES does not allow MOUs for this purpose. Each employer must submit a separate Power of Attorney and Declaration of Representative to link with an agent.
Is a notarized Power of Attorney and Declaration of Representative needed to link an agent to an employer? How do I get an agent number?
A Power of Attorney and Declaration of Representative form is needed for DES to link an agent to an employer. It does not require notarization. You can apply for an Agent account online.
Do you accept an electronic signature for the Power of Attorney and Declaration of Representative Form?
Yes. Electronic signatures are accepted as long as they meet DES Rule 04 N.C. Admin. Code 24A.0107.
Note: While agents must have a signed Power of Attorney and Declaration of Representative, employers may link agents to their account directly through NCSUITS.
Can you complete employer authorization online?
Yes. Employers can link agents through NCSUITS.
Agents can request to be linked to the employer by uploading a Power of Attorney and Declaration of Representative form, pending DES approval.
Can I fax Power of Attorney and Declaration of Representative forms?
Yes, DES accepts faxed Power of Attorney and Declaration of Representative forms.
Is bulk filing available?
Yes, bulk filing is available in NCSUITS.
Is it possible to bulk file as an agent for clients (employers) when you do not have a Power of Attorney and Declaration of Representative?
Yes. An agent does not have to be linked to an employer to submit reports or payments on the employer's behalf.
Can agents upload a combined file for all clients rather than one file per employer?
Yes. The file can contain as many reports for as many employers as you like. It just cannot exceed the 25 MB size limit.
Do agents need to be linked to employers in NCSUITS for an employer to bulk file?
No, agents do not have to be linked to employers for bulk filing and payments.
Is there a bulk agent upload option to ensure all employers/clients are linked?
No, linkage requests must be made individually for each employer.
Is NCSUITS QuickBooks compatible for uploading files?
Yes. QuickBooks must produce the file in one of the acceptable file formats for NCSUITS.
Is there a file size limitation for submitting bulk filings?
Yes, there is a 25 MB size limit for each uploaded file. However, you can upload more than one file.
What is the Employer ID format used in NCSUITS?
In NCSUITS, every Employer ID Number is 10 digits long. If you had an employer account number in the legacy tax system, your current ID number will have three zeros at the front followed by the first seven digits of your old account number.
If we have more than one user in our office, will we need to get an Agent ID for each user?
No, you don't need a second Agent ID number. You will just need to set up different login credentials (username and password) for each user.
Is there a sample file format I can look at?
Yes, you can find sample files on the NCSUITS Documents page.
What if I don’t have information for an optional field in the CSV file?
You can just leave it blank. In a CSV file, blank fields are shown by two commas in a row. You don’t need to type a space.
Where can I find the filing rules and details?
The Employer's Guide to Wage Report and Payment File Specifications guidance document gives more information about the file formats used when quarterly reports are submitted electronically.
Are text files allowed or just CSV?
The only formats accepted in NCSUITS are CSV, ICESA and EFW2.
Agents can follow the steps below to link to an employer account in NCSUITS.
- Log in to NCSUITS.
- Under the Your Options menu on the left-hand side, click on Account Maintenance.
- Find the Maintain Authorization tile.
- Select the link for Authorization Information.
- Under the Authorization Information title, click Add Employer.
- Follow the prompts and click Save.

How can an agent get their own login separate from an employer account?
- First, register as an Agent in NCSUITS.
- You will get your own Agent ID number.
- Once you have an Agent ID, employers can grant you access to their accounts or you can request that access on their behalf.
What is the expected turnaround time for linking a new employer to an agent account?
If the employer submits the Power of Attorney and Declaration of Representative, the access is granted immediately based on the requested effective date of access.
If the agent requests access on behalf of an employer, the request needs to be approved by DES staff. Processing time varies depending on the number of requests.
I'm an agent with two employees that access NCSUITS. Will each employee need to have separate Agent IDs for our company?
No. You can set up multiple users with individual log-in credentials under one Agent ID number.
Can I download Unemployment Tax Rate Assignment notices in NCSUITS?
Yes. Both Agents and Employers can download their Tax Rate Assignment notices in NCSUITS.
Can agents respond to separation notices?
Yes. Separation notices are handled in the claims system, called MyNCUIBenefits, and accessible through NCSUITS.
Will agents and employers use two sites to file/pay taxes and process claims?
Yes.
- Use NCSUITS to process the quarterly tax and wage reports.
- Use MyNCUIBenefits for unemployment claims and separation notices. You can access this through your NCSUITS account.
Is NCSUITS like the SUITS system used by South Carolina?
Yes. NCSUITS is built from the same base system South Carolina uses, but it’s customized for North Carolina requirements.
Does NCSUITS include federal 941 form filings?
No. NCSUITS handles the administration and processing of North Carolina unemployment insurance requirements. The 941 form is a federal Internal Revenue Service form.
Can an agent with any number of payroll clients use NCSUITS?
Yes. There is no minimum or maximum number of clients you can have to use NCSUITS.
Can an agent get an electronic Benefit Charge File?
No. Benefit Charges are available only in the claims portal, called MyNCUIBenefits. These files will not be available in NCSUITS.
What if another agent has already filed for an employer in the same quarter?
NCSUITS will only allow one original report per quarter. The second agent will need to file their report as an Adjustment with an adjustment reason of Supplemental to have their report added to the first agent's report.
What if an employer no longer has any employees?
If the employer is still operating but without employees, they should file a zero-wage report in NCSUITS. This can be done manually through Wage Submission à Submit Wages à Choose No Wage Report – No wages paid in the quarter option. You can also upload a file for a no wage report.
If they are no longer operating at all, they should close the account.
Do the forms in NCSUITS include out-of-state wages?
Yes, you can file out-of-state wages in NCSUITS.
Are out-of-state wages mandatory in the file?
No. However, if an employer has out-of-state wages, NCSUITS now accepts that information. Out-of-state wage information needs to be reported for the employer to get out-of-state wage credit.
Can you schedule a payment with a post-dated date?
Yes. You can schedule an ACH Debit for the current quarter, up to the quarter's due date.
If I file early, can I schedule a payment?
Yes. If you pay by ACH Debit, you can schedule a payment up to the quarter’s due date.
Can an agent make a payment for an employer/client?
Yes, an agent can make a payment on behalf of their employer/client.
When paying with ACH credit, does the file need to have a confirmation number from uploading the unemployment file?
An ACH credit payment needs to include the addenda record created in NCSUITS.
What are the ACH Credit specifications?

If payments are made via ACH Credit, do payment allocation file(s) need to be uploaded?
Yes, payment allocation files will need to be uploaded in NCSUITS.
What if the employer wants to make the payment directly?
Employers can make payments directly themselves.
If an agent has multiple employers under their agent account, can they make individual payments for each employer/client’s amount due?
Yes. An agent can make individual payments for each employer/client, regardless of how many clients an agent has.
Can an agent mail a check for payment?
Yes, but it must have a Payment Voucher attached. The Payment Voucher is generated within NCSUITS.
Will agents get an email confirmation from DES when filing and paying unemployment insurance taxes?
Yes. When filing reports or making payments, agents provide an email address that will be used to send email confirmations.
Can agents print a payment confirmation?
Yes, agents can print payment confirmations.
Can I add/remove additional users on the site, or do I have to submit a request to DES?
As administrator, you can manage your own users’ access and login credentials. Each person who accesses NCSUITS needs different login credentials, but the Agent ID number stays the same.
How does an Agent remove employers for which they no longer provide services?
Through their NCSUITS account, an agent can delete any clients they do not want to be linked to. To do so:
- Log in to NCSUITS.
- Go to Account Maintenance, then Maintain Authorization.
- Select the employer and click on Delete.
Can an agent apply for an Employer ID number for the client, and can they see the number when it is assigned?
Yes, the agent can register for an Employer ID number on behalf of a client. You can see the assigned number but won't have access to the account until a Power of Attorney and Declaration of Representative request is submitted and approved by DES staff.
How can an agent get approval for the Employer ID and tax rate exchange capability?
Contact the UI Employer Support Center at 866-278-3822.
How long will it take for an Employer ID number to be assigned after the application?
An Employer ID number will be assigned immediately.
How can an agent get the Employer ID account number to do filings if the client does not know what the number is?
If you have been approved for bulk account number lookup exchange, you can submit a file with FEINs. NCSUITS will then provide the DES Employer ID number if a matching record is found.
Does NCSUITS have the capability to request an unemployment insurance tax rate exchange?
Yes, there is a tax rate exchange function in NCSUITS.
On the Wage Reporting section, are Employee Wages the total earnings subject to SUTA or adjusted for excess earnings?
Total earnings subject to the State Unemployment Tax Act (SUTA) should be reported. NCSUITS will automatically calculate the excess and taxable wages.
Is paper filing allowed?
Yes. Employers with less than 10 employees may file reports by paper. Employers with 10 or more employees should file reports electronically to avoid the Improper Filing Penalty.
How can I, as an Agent, view my clients’ tax rate information?
To view all clients’ tax rates:
- Log in to NCSUITS.
- Go to the Your Options menu on the left-hand side of the screen and click on Download Center.
- Find the Rate Details category and select the year you want to view.
- Click Download Rate Details.
To view a specific client’s tax rate:
- Log in to NCSUITS.
- Go to the Your Options menu on the left-hand side of the screen and click on Employer Lookup.
- Select the Employer ID for the employer whose tax rate you would like to view.
- Once you select the Employer, go to Tax Rate and select the year that you want to view.
Agents must be in the Agent section of NCSUITS when uploading file(s) for your client. Follow the steps below:
- Go to the Your Options menu.
- Select Wage Submission.
- Click on Submit Wages.
- Follow the Upload Wage File instructions.
Employer FAQs
Are there two separate portals for "agents" and "employers"?
Yes. Employers and agents log in using the Employer Login link and their own login credentials. This takes them to their own Employer or Agent portal. Agents can look up an employer account number in the Agent Portal and don’t need to use the Employer Portal.
What is a ‘Doing Business As’ name and why should I add it to NCSUITS?

How do you close an account?
To close an account, go to the Employer Maintenance section in NCSUITS and choose Inactivate Account.
Can the same email address be used for multiple account registrations if I have several North Carolina businesses?
No, employers must use separate email addresses for different account registrations.
If an account was inactive or closed by the system, does an employer need to register a new account in NCSUITS?
- If it’s been two (2) years or more, you must register for a new account.
- In most cases, if it’s been less than two (2) years, you can reactivate the old account.
My business is now part of a holding company. Do I need a new account?
No. You can continue to use the same account number.
I file reports for several companies using their login info. Do I need to switch to the Agent Portal?
If you are a third-party agent, it is preferred that you apply for and obtain an agent account. However, you can still submit reports by logging into each employer portal if the employer has approved and allowed you to create login credentials for their account.
What exactly is an agent?
An agent is someone that an employer has contracted with to act on their behalf to handle claims, file quarterly wage reports and/or pay quarterly taxes with DES.
Could an agent be a payroll company that submits our unemployment payments and wages?
Yes, a payroll company would be considered an agent.
Do employers who submit their own payroll and file their own reports need to make themselves an agent?
No. Continue to submit payroll and file reports through your employer account in NCSUITS.
We do not use an outside agent, but I work for an employer and file the returns. Do I enter myself as the agent?
No. If you work for the employer, you can access the employer account online to file the quarterly tax and wage reports. You should not apply for an Agent account.
Does the employer contact need to register additional agents, or can they do it themselves?
Employers can link their accounts to multiple agents as long as each agent has a separate role. An employer cannot have more than one agent serving the same role.
How do I assign a new agent in NCSUITS?
If you are an employer, you can link your account to an agent in NCSUITS. If you choose Agent Authorization, you will be able to choose the roles. Your approval will grant access to the Agent instantly.
How do I see if I already have an agent linked?
In your NCSUITS account, go to Quick Actions and click Agent Assignment. On this page you can add an agent or see whether an agent is assigned to your account.
Can an agent set up an employer account?
Yes. DES approves the account and linkage. The agent and the employer will have separate login credentials.
What happens if I change agents—for example, changing from one payroll company to another?
The Agent and the employer have separate login credentials. An employer may remove an agent from their account at any time.
Is our account number and ID number the same thing?
Yes. In NCSUITS, it is referred to as your Employer ID number.
How do I request an agent number if I need to add someone to do the payroll reporting and make the payments?
If the person is your employee, add them as a user under your Employer ID. Multiple employees can access NCSUITS under one Employer ID. However, each employee will need to have their own login credentials to access the system.
If you want to link an agent to your account, go to Agent Authorization where you will be able to choose the roles. Your approval will grant access to the Agent instantly.

Is there a template available for the CSV file that can be uploaded?

What types of file formats does DES accept?

Can NCSUITS convert a .txt file to one of the acceptable formats?
No, NCSUITS cannot convert a .txt file to an acceptable format.
Is ICESA an Excel format?
No, it is not.
If I enter all the information manually online, do I need to worry about the file format?
No, you don’t have to worry about file format.
If I use QuickBooks, do I need to export a file to use if I can't enter all the info manually?
Yes. If you can't enter your wage report data manually, you will need to upload a file containing the wage report information from QuickBooks.
If the last day of the month falls on a Saturday, Sunday, or State holiday, is the due date for the return the following business day?
Yes, if the quarterly due date falls on a Saturday, Sunday, or State holiday, the due date becomes the following business day that isn’t a Saturday, Sunday, or State holiday.
My business is an LLC, but I have zero employees and no payroll. Do I need to file a quarterly tax and wage report?
If you are a liable employer required to pay unemployment insurance taxes, you must file quarterly wage reports and pay quarterly taxes. You should do this through NCSUITS.
If you are not liable, you do not need to file.
Can I combine my North Carolina account with my account from another state?
No. Each state operates independently for unemployment insurance taxes. Accounts from other states cannot be combined with an NCSUITS account.
Do the current file layouts include out-of-state wages?
Yes, the current file layouts include fields for reporting wages from other states.
Do I have to report out-of-state wages?
Yes, NCSUITS uses the wage data you report—including out-of-state wages—to calculate what taxes you’ll owe in North Carolina.
What if an employee works for more than one state? What code do I use for that?
There is a MU (Multiple State) code.
Here are the steps you’ll need to take to enter the MU code:
- Add the taxable wages from each state that the employee worked in.
- Enter the combined amount in the Out-of-State Taxable Wages field.
- Choose MU-Multiple State from the Out of State Code drop-down list.
Can employers pay and file by paper?
Yes. Employers with less than 10 employees may file reports by paper. Employers with 10 or more employees should file reports in NCSUITS to avoid the Improper Filing Penalty.
How will payments by check be handled?
The employer would need to generate a Payment Voucher in NCSUITS, print it, and include it in the envelope with the paper check.
If I owe money from a past quarter, will my new payment go toward that first?
That depends:
- Any payments submitted that are within $.01 of the current quarter due amount will automatically be applied to the current quarter.
- Otherwise, the payment will go to the oldest balance first.
If I file early, can I schedule a payment?
Yes. If you pay by ACH Debit, you can schedule a payment up to the quarter’s due date.
Can an employer schedule a payment after the filing date but before the deadline?
Yes, you can still schedule an ACH Debit payment for a future date up to the current quarter’s due date.
Can an employer still file online and submit a paper check?
Yes. The employer would need to generate a Payment Voucher in NCSUITS, print it, and include it in the envelope with the paper check.
Do employers need to update their existing payment methods if they currently use ACH credit?
Employers can still use ACH Credit but will need to generate the addenda record for the ACH Credit payment within NCSUITS.
Does ACH Credit require a confirmation number on the file?
It will require an addenda record that is generated in NCSUITS.
What happens if I pay too much?
If you make a duplicate or overpayment:
- It will show as a credit on your account.
- There will be a Request Refund option available on an employer’s Payments panel if this occurs.
- If you choose not to request a refund, DES will apply it to your next due amount.
If an employer has two separate payrolls (executive and hourly), is there a way to keep the executive payroll confidential through separate login / account permissions?
No. Users who are given the Wage Reporting role will be able to see all of the wages reported. You should only give this access to users who are allowed to see ALL wage data.
Can an employer enter salaried payroll and field payroll on the same day?
This is considered a Supplemental Wage Report.
- The first report filed is the Original Wage Report.
- There are options to file Original, Amended and Supplemental Wage Reports. Immediately after filing the Original Wage Report, you can then file any Supplemental Wage Report(s).
- Any secondary reports for that quarter would be Supplemental Wage Reports. There is no limit to how many Supplemental Wage Reports an employer can file.
Will we still respond to unemployment claims via DES, as we have in the past?
You will continue to use MyNCUIBenefits for all claims activities. Employers have to access MyNCUIBenefits through NCSUITS.
Is there a template for the wage report upload?
Yes, sample files are available on the NCSUITS Documents page.
What information must be included in the wage report upload, and in what order?

What does an employer give to an agent to file wage reports?
You need to provide them with your 10-digit Employer ID, tax rate and wage data.
Does the "Copy from prior submission" option allow changes for the current quarter?
Yes. Once you copy the employee data from the selected quarter, you can add, delete or change any of that data, along with adding the new wage data for each employee.
When submitting reports, does the N record need to reflect the leading zeros for the account number?
Yes, all files submitted should always contain the full 10-digit Employer ID number.
Are names and Social Security numbers saved each quarter?
Yes, there is a Copy option to import employee data from any of the eight, most recent quarterly reports.
How do you print a copy of the submitted quarterly report or previously filed quarters?
Go to the Wage/Debt Summary section, find the Report History tab, and click View. This will download a copy of the report on your computer.
What should I do if I’m filing my last quarterly report?
After you file the last report, go to the Account Maintenance section and choose Inactivate Account.
Can I upload a PDF version of the wage reports?
No. You can only upload one of the accepted file formats: ICESA, EFW2 or CSV.
How can I find my tax rate information?

Can we submit a test file before the reporting deadline to make sure our new application generated the file correctly?
You can use the Validate Wage Files tool at ANY time, as many times as you need, to see if there are any errors. The Employer's Guide to Wage Report and Payment File Specifications guidance document gives more information about the file formats used when quarterly reports are submitted electronically.
Do you have samples of files that weren’t accepted and what errors will look like?
Yes. There are samples of acceptable files on the NCSUITS Documents page. Within NCSUITS, there is a Validate Wage Files tool where you can upload your file to see if there are any errors.
How do I know what errors mean when I try to file my quarterly report?
There are error code explanations on the DES website by file format type. You can view these online under Additional Documents on our documents page.
Is there a way to edit an uploaded file before submitting?
There is a Validate Wage Files tool available in NCSUITS, which allows an employer to upload a file and get feedback on whether it contains any errors.
Is there a way to manually submit an adjustment after uploading?
After the original report is processed, an employer can either upload another file containing an adjustment report or adjust the report manually.
Does the system give totals when uploading a file for wages or excess wages amount due?
Your uploaded file must contain a record that includes totals.
Are we able to manually edit the file after using the validation tool?
Yes. If there are any errors when you test the file with the Validate Wage Files tool, you can fix them and then test the file again before uploading it for submission.

Things you can do in NCSUITS include:
- Report out-of-state wages.
- Provide multiple contacts.
- Schedule an ACH debit.

There are multiple address types you can add:
- Mailing Address – where mail should be received.
- Physical Location(s)- Where the work is done in North Carolina. Employers/Agents can add more than one.
- Legal Address – Your business’s official legal address.
- Claims Address – Address where quarterly unemployment insurance benefit charging statements will be mailed unless you complete the other address types.
- Addresses are also collected for contact and owner/officer/fiduciaries.
Yes. NCSUITS allows employers and agents to choose whether they prefer mail, email or text. You can also provide multiple contacts, so that several people get alerts when new correspondence is available on the account. The alert will not contain the correspondence itself or any personal identifiable information.
Yes. This makes it easier and faster for DES staff to contact the appropriate business person for a specific issue.

As an Agent, can I send files for liable employers?
Yes. Files for liable employers should be the only ones sent. You run a risk of not having your files processed if you upload files for employers who are not liable.
Is uploading directly to the DES server still allowed?
No. Employers or agents are no longer able to upload directly to the DES server. The good news is that the NCSUITS system is extremely robust and will be able to process all these files.
How should I submit a Tax and Wage Report without a valid Social Security number (SSN) in NCSUITS?
If someone does not have a valid SSN, you have two options:
- Use an ITIN (Individual Taxpayer Identification Number) assigned to the individual.
- Use a made-up SSN that always begins with the number nine (9). Each person must have a different number.
Are there important reminders that I should know as an Agent filing for an employer?
- Agents should not submit a report for an employer that was previously filed in the same quarter.
- Only list an employee once in the file. If the person works in different departments for the same employer, add the wages together and submit them one time.
There are two ways to view your tax rate.
- First, the current year’s tax rate is automatically displayed under Employer Information on the main portal screen in NCSUITS.
- You can also view your current and previous years’ tax rates by going to Your Options and clicking on Tax Rate. Then, choose Tax Rate tile and select the year that you want to view.
To view all clients’ tax rates:
- Log in to NCSUITS.
- Go to the Your Options menu on the left-hand side of the screen and click on Download Center.
- Find the Rate Details category.
- Select the year you would like to view.
- Click Download Rate Details.
Agents can view a specific client’s tax rate by selecting the Employer Lookup option under the Your Options menu in NCSUITS. Once you select that option, click on the Employer ID for the employer whose tax rate you would like to view. Once you select the Employer, go to Tax Rate and select the year that you want to view.
